As a consultant for the City Manager under Golden Triangle Consulting Engineers, I am proud to report that the city of Port Arthur has been making significant progress in improving its infrastructure. We have been focusing on street drainage, utilities, parks, and enhancing the experience at Pleasure Island. The current management has invested tens of millions of dollars to provide uninterrupted services to our

citizens and ensure public health and safety. However, we are also upgrading our technological systems to improve efficiency. During the implementation process, we faced some hurdles and hiccups that caused delays in billing for September.

Although we managed to send out bills by the end of the month, some of them contained erroneous items, such as disconnect notices. I want to assure everyone that no one will be disconnected in October until we resolve these issues and issue bills with zero mistakes. It is essential to keep in mind that Port Arthur is moving forward. We can see the progress around the city, with buildings on Gulfway Drive being revitalized. To expedite these improvements, we must work together as a team. The council, mayor, citizens, management, and departments must collaborate and address any issues that arise, rather than fighting internally. Transparency is vital, and we want our citizens to have confidence in our efforts. We understand that there will be mistakes along the way, but we are addressing them as efficiently as possible. We ask for patience from our citizens as we work to resolve the billing issues. Thank you for your understanding and support in bringing Port Arthur to the 22nd century.
